NOAA Unit Converter for Oil Spills (NUCOS) 1.3

The NOAA Unit Converter for Oil Spills (NUCOS) was created by NOAA's Office of Response and Restoration (OR&R) as a simple desktop tool for converting many different units. It was designed primarily for use in oil and chemical spill response, so it includes units likely to be encountered by spill responders. Converts basic units of velocity, mass, length, etc., but more specifically, converts units that are unique to oil spill response.
